That seems odd. If you go in to "Edit" mode and hover over one of the drum notes, there should be a status bit which flashes, showing the name, the channel, the velocity, and the duration of the note (see the attached screenshot):
Here's what I'm seeing on my second drum track. I still don't have any sound on that track, even with it solo'd.
Another option: the MIDI drum regions, right click, then select "Selected Regions | MIDI | Transform", and set velocity to exactly 100: does that gets you any sound?
Both before and after this change, I see action on the meters, but no sound comes out of the channel. I've even tried going into WIndow > Audio Connections and tried to force the output of the 2nd drum track to the output of my audio interface, but it won't let me select on that track at all.
