Out of the "laundry list" of software you provide, I deduce that the female model, and the dance moves, are pre-made stuff that is available to use, right?
The model is created by me with Blender and MPFB plugin, and the main dance movements is BHV file from free Bandai-Namco set (https://github.com/BandaiNamcoResearchI ... iondataset)
Waves are Blender's modifier "Ocean" applied to the plain mesh, and animated via automation.
All 3D was rendered slowly, at many days, using just 2 core of CPU to not get 80 C temperature
